Wikileaks collateral damage? the problematic offence of conspiracy

the English (rather than UK) offence of conspiracy in the Criminal Act 1977 allows prosecution of anybody who agreed to commit any offence. Strange that the person has not been charged with a Computer Misuse Act offence. Or is it because it is much more difficult to prove and prosecution would not be successful?
